William George COCKING was born on 31st January 1852 to George Jackson COCKING and Anne TRIPLOW. His father was a gardener and later a farmer. William was born in Beeston, Sandy, Bedfordshire. Sandy is a parish (with records since 1538) in the middle east of Bedfordshire near the border with Cambridgeshire. Sandy town itself is just off the Biggleswade to Bedford road about half way between.

William married married Annie Hobbs FRANCIS on 23rd December 1893. At marriage William stated he was 41 years old, a bachelor and a printer living in Biggleswade. Annie was only 21 years old.

They had at least three children including Bertha and George William COCKING born on 26th February 1894 when the couple were shown as living at Chapel Fields in Biggleswade in Bedfordshire. He was shown then as a Compositor, that is a Printer at a Newspaper office setting the type blocks for print.

Annie Hobbs left William for another man, Elijah TOPHAM, leaving him with three children. From this time William's life appears to have deteriorated in health and status to a point where he was living in squalor.

William George COCKING died in sad circumstances of heart failure caused by "privation and exposure" in the Union Workhouse at Biggleswade on the 8th January 1914. He was aged 63 years. He was shown as being formerly a printer late of 'Cowfairlands' Biggleswade. His daughter Bertha attended his funeral, but not his son George, and his estranged wife's father and sister showing little bad feeling between the families over the break-up.

Later his wife married a second time and William's son appears to have used the name of their stepfather 'Topham'.

A familiar figure in the town died under very sad circumstances on Thursday of last week in the person of William George Cocking, a man of 63 years of age. He came to Biggleswade some twenty-four years or so ago, and was for a year or two a compositor at the "Chronicle" Office. Afterwards started business for himself in Shortmead Street as a printer, but this did not last many months and he has since done odd jobs in carpentry and as iron-monger's repairing assistant. He was son of the late Mr. George Jackson Cocking, who was a large farmer at Kempston for many years. His father, who died a year or two ago was a native of Beeston and a well-known Wesleyan Methodist worker at Beeston and at Kempston, but during his later years became a Churchwarden at the latter town. For many years deceased had not enjoyed good health, and had had a good deal of trouble through his wife, who went off with another man a some years ago, leaving him with three children. He was found without fire or food by some neighbours, who informed Mr. Wilkinson, the relieving officer, on Wednesday. Next day he was taken to the workhouse.

Mr. G. J. M. Whyley (deputy coroner), held an enquiry at the workhouse on Saturday into the case. The jury were sworn as follows: Messrs. Ebenezer Cain (foreman), C. Thynne, W. Oxby, R. Swain, S. Smith, H. Matthews, W. G. Albon, J. Mann, W. James, W. Goldthorpe, A. Skilliter and W. Ansell.

The Coroner in opening the enquiry, that for a case of its kind he would have to call an unusually large number of witnesses, but he thought they would have but little difficulty at arriving at a verdict. Deceased had lived alone for some time, and on Wednesday was found in a very bad condition. Mr. Wilkinson saw him on Wednesday evening, between 6.0 and 7.0 and sent for Dr. Milburn who advised his removal to the infirmary. Mr. Wilkinson stayed with the man for about an hour, and gave him some brandy. A man and a woman stayed with Mr. Cocking during the night and on Thursday he was taken to the workhouse. He was admitted at 11.0 a.m. and died on the same day without regaining consciousness.

Mr. Charles Brind, Master of the Workhouse, said deceased was admitted on the 8th at 11.0 a.m. He was unconscious. Dr. Welsh saw him the same day. He died at 8.50 P.M. without regaining consciousness.

Mrs Bertha Stimson, wife of Alfred Stimson, a labourer of Handley's Yard, Biggleswade, said, I identify the body as that of William George Cocking, my father. He was 63 years of age. On Wednesday afternoon I went to the house where he lived. He lived alone. I found the door locked and it was some little time before he unlocked it. He did not seem to know what he was doing and did not know me. I stayed some little time and then sent a message to his brother. His brother lives at Bedford. I went again on Thursday morning. His condition was about the same. He had no fire on Wednesday and I did not see any food in the house. I fetched some brandy for him on Wednesday night, which Mr. Wilkinson ordered. My father received from his brother 3/6 a week and his rent was paid. He had been in bad health for a good many years.

Mr. Robert Walker, market gardener, of Chapel Place, said I knew Cocking well for some years, and have assisted him. My wife frequently used to give him food a he frequently did little odd jobs for me, earning as much as 6/- or 7/- a week. On Tuesday last at 9.30 a.m., by request of my wife, I went in and found him kneeling against the fireplace. There was no fire. He was in a bad condition. I told him if he did not get up I should have to fetch the police. He said I'm all right. I'm going to get up and get some tea. On Wednesday my wife sent for Mrs. Stimson. He was in a shocking State. When I spoke sharp to him he seemed to know what he was doing.

Mr. Thomas Wilkinson, relieving officer for for Biggleswade, said on Wednesday evening I received a message with regard to the man Cocking, and I went to his house immediately. I had some difficulty in getting into the house, he was lying against the door, and I had to use some force to get in. He was in a very filthy condition. There was no fire and practically no food. I got some men to help and put him on an old couch. There was no bed in the house. I had sent for a conveyance to remove him previous to sending for Dr. Milburn, who advised me not to move him that night. On the doctor's advice I administered brandy and stayed over an hour. He was in a semi-conscious State. I arranged for a man and a woman to stop there for the night. On Thursday at 9.45 a.m. I went to the house and left an order for his admission to the workhouse.

Dr. Milburn said I first saw the deceased soon after 5.0 on Wednesday evening. He was in a very dazed condition and only answered with difficulty. He was very ill and very cold. I communicated to Mr. Wilkinson and gave an order for his removal to the infirmary. I was sent for the same evening by Mr. Wilkinson and went to the house again. He was obviously much worse then, and I advised the postponement of his removal until the following morning. He was still unconscious. I examined his chest and did not find any disease. He was in a dirty and neglected condition.

Dr. R. C. Welsh said, I saw deceased at a quarter past twelve at the Workhouse Infirmary on Thursday. He was semi-conscious, unable to speak and in a State of utter collapse. I found no disease. The body was only fairly nourished. There were no marks of violence except slight abrasion of the wrist. On the legs were chronic ulcers. He was then in a dying State quite pulseless. He died the same evening. Heart failure following privation and exposure I should say were the causes of death.

The Coroner said he thought no comments from him were needed and the jury returned a verdict of death from heart failure following privation and exposure.

T H E F U N E R A L

The Rev. R. S. Bagshaw officiated at the funeral which took place at the Cemetery on Monday afternoon. The mourners were Mrs. Stimson (daughter), Mrs. Hobbs (sister in law), and Mr. G. Francis (father in law). There were no flowers. Mr. G. Styles was the undertaker.

In the Dowling One-Name Study Annie Hobbs Francis has the reference number 289.

Annie Hobbs FRANCIS was born on 14th March 1873 to Mr George FRANCIS and Mrs Ann FRANCIS (formerly Hobbs). Her father was a carpenter and builder. She was born in Arlesey which is a parish (with records since 1538) on the east of Bedfordshire. The town of Arlesley is near the road between Baldock (south-east in Hertfordshire) and Shefford to the north west.

A check of the Census UK 1881 showed no trace of the FRANCIS family in Arlsey indicating that they were not present in Arlsey on 3rd April 1881.

On 23 December 1893, Annie married William George COCKING in the Parish Church at Biggleswade in Bedfordshire. On marriage she gave her age as 21 years old, a spinster without employment residing in Biggleswade. He was 41 years old.

They appear to have had their first child, George William COCKING, onn 26th February 1894. On George's birth they gave their address as Chapel Fields, Biggleswade, Bedfordshire, UK. They also appear to have had three daughters called Bertha (1895), Dorothy (1897) and Annie (1901). Annie died as a baby..

William George and Annie were living together in the 1901 census it notable that ten years later Annie appears separated from William George Cocking in the 1911 census and already living with Elijah Topham as his houskeeper.

In 1909 Annie gives birth to another son John James T Cocking who is living in the Topham household in 1911. Although it may be an error, it is notable that John Cocking is described as Elijah's son whereas George William Cocking is described as a visitor.

William George died in 1914 of deprivation in the workhouse and Annie Hobbs Cocking married again to Elijah Topham, a master shoemaker of Knebworth. This marriage was at the Register Office, Hitchin, Hertfordshire, UK. on 2nd April 1917. At the second marriage Annie was 43 years old and Elijah 45 years, both are shown as widows. They were shown as residing at 15 Westland Road, Knebworth, Hertfordshire.

From the time of the second marriage, in 1917, it appears that the children of the first marriage took the name TOPHAM. George's marriage certificate shows Annie TOPHAM as witness this could be the mother or a sister.

Annie Hobbs TOPHAM died at 17 Wellhouse Lane, Barnet, aged 62 years, on 4th April 1935. She died of a carcinoma of body of uterus. The death was registered by husband, Elijah, who showed an address of High Tor, Mardley Hill, Welwyn.

William Shuter STEPHENS was born on 14 March 1856 at 104 New Hall Street, Birmingham, Warwickshire, UK. At his birth his father, William STEPHENS, was shown as a Police Officer. His mother, Catherine STEPHENS (formerly SHUTER) registered the birth.

Five years later an examination of the 1861 UK Census for Birmingham showed that 104 Newhall Street was a 'Paper Shop' and had no occupants. This discrepancy may only be that they were not at home on the night of the census. (Another family of Stephens were shown at no. 108 Newhall Street- Charles the head of the family aged 48 and a wine merchant from Rodborough in Gloucestershire and his wife Elizabeth aged 50 of Horlbey in Gloucester.)

William married Emma Charlotte HOBBS on 6th January 1876. At marriage William stated he was 19 years old, a bachelor and a Clerk living at Newhall Street, Birmingham with his father as William Stephens.

They had at least one son Cyril Bertie on 28 September 1886 which he registered in Ladywood, Birmingham on 8th November 1886. He also had two daughters May and Amy.

Their address was 106 Carver Street, Ladywood, Birmingham, Warwickshire on 8 November 1886 when William registered the birth of Cyril Bertie.

The family were not shown as residing at 106 Carver Street, Ladywood, Birmingham, in the Census Returns for 1891.

William Shuter STEPHENS was shown as deceased at the time of son Cyril's marriage on 6th February 1921.
