Brian Thomas Dowling (1955-) the collator, on 12 December 2021, says, "The following article, which analyses documents, concludes that two Michael Dowling's in the 70th Regiment of Foot were one and the same person and further implies from the existence of two regimental numbers that there was some impropriety and that he was engaged in the fraudulent acquisition of two soldier's pay. This is unproven and, of course, undefended. In the deceased's defence, I point out that the 70th Regiment of Foot was amalgamated into the East Surrey Regiment in 1881 exactly the period when the alleged 'double accounting' occurs and that this may have been the cause of soldiers being 'renumbered' or administration showing all numbers pertaining to a soldier. Further, the fact that the documents referred to as suspicious show the two numbers bracketed together appears to suggest that the two numbers were a matters of common knowledge. Finally, that the second number may well have been allocated when Michael re-joined in 1870 for what appears like a 12 year term and may have been an administrative technicality. While I concur that the two Michael's are one and the same, there remains an outside possibility that there may emerge evidence for a distinct separate person and it must, however, place into question all records of this man where he provided the information recorded."

The story of 1569 Sergeant M. Dowling, 70th Foot, deserves more pages than can be spared, but it does reinforce the point about using all available sources. The problem of researching many campaign medals awarded to soldiers of the British Army between 1870 and 1890 is that the records of service of most men who were not discharged with a pension in this period, no longer exist. Amongst this category must be placed the men who only saw limited service without pension and the me who died in service.

Many limited service men earned South Africa Medals 1877-9. Indian General Service Medals 1854-95, Egypt Medals 1882-9 and Second Afghan War Medals 1878-80 .

Verifying the medal to 1569 Sergeant Dowling in WO 100/52/1 revealed nothing unusual, so the next step was to find a record of service (figure 5).

As the medal was named to a sergeant, it was good indication of a career soldier. The records of service of soldiers discharged to pension between 1760 and 1913 are at the National Archives in the series WO 97. As Dowling’s medal was for a campaign between 1878 and 1880, I searched the 1873-82 section of WO 97 for Infantry Regiments and the box covering his name.

I found a set of papers for a Sergeant Michael Dowling of the 70th Foot who was invalided out of the army with pension in April 1882, but crucially the service number was 1678 and not 1569. Was the medal roll wrong and the medal named incorrectly? Consultation of the Second Afghan Medal roll at the British Library in L/MIL/5/114 agreed with the roll in WO 100/52/1, so it was necessary to look further.

There were a number of things that could be done, such as looking at the muster and pay lists for the 70th Foot in WO 12 and WO 16, looking more closely at the record of service from 1678 Michael Dowling and at the Disability Discharge Registers in WO 116. As the record of service of 1678 Michael Dowling gave his cause of discharge as invaliding and the date of
April 1882, a consultation of WO 116 was done first and this confirmed that 1678 Sergeant Michael Dowling 70th had been invalided as insane and sent to the Kilkenny County Asylum.

Now that the end of Michael Dowling’s career was confirmed, it was a case of working backwards, using the Muster and Pay Lists in WO 16 first and then, if necessary, the records in WO 12.

The Muster and Pay List for the first four months of 1882 proved very revealing. In the Sergeant’s section of the list were listed 1569 Michael Dowling (as per the medal) and 1678 Michael Dowling (as per record of service). Crucially both names were bracketed together ‘Embarked for England Insane’! See Plate 5.

By using the Muster and Pay Lists in WO 12 and WO 16, it transpired that 1569 joined the 70th in December 1869. He subsequently deserted in August 1870. 1678, by contrast, joined the 70th in September 1870. The 70th left Ireland for service in India in 1871.

1678 Michael Dowling gave his occupation on enlistment as 'clerk' and he was soon working in the regimental office, probably working on the Muster and Pay lists of the regiment. Michael Dowling makes a reappearance in the pay list in 1872, as he is listed amongst the new arrivals. Both 1678 and 1569 appear constantly in the pay lists until they are invalided in 1882.

For the Second Afghan War period, both men were initially left at Regimental HQ in Mooltan when the rest of the regiment went into Afghanistan. However, during the last three months that the 70th were in Afghanistan, 1569 is shown being with them on operations, so qualifying for the Second Afghan War Medal 1878-80.

As the final muster has both 1569 and 1678 bracketed together and there is only one set of papers in WO 97 and one entry in WO 116, I am led to believe that 1569 Michael Dowling and 1678 Michael Dowling were one and the same man, who was very good with figures! I have entitled a talk about this medal ‘I paid once but the Army paid twice! ’

    WO 97 – Chelsea: pensioners British Army service records 1760-1913
    These records were collected and recorded to determine a person’s eligibility for a pension from the Royal Chelsea Hospital. They recorded an individual’s rank and regiment, service number, birth place, occupation, attestation date and service history. Some will include a statement about the person’s character and proceedings of the regimental board.

    The Royal Chelsea Hospital first opened in 1682 for retired soldiers. A pensioner is either an ‘in-pensioner’, meaning that he or she resides at Royal Chelsea Hospital, or an ‘out-pensioner’ if he or she lives in a private residence. Women were first admitted to the Royal Chelsea Hospital in 2009. In-pensioners must surrender their pension to the hospital, be aged 65 or older (this was raised from 55), be able to live independently, and not have any dependents such as a spouse or children.

    Citation Detail: Second Anglo-Afgan War The Second Anglo-Afghan War (Pashto: د افغان-انګرېز دويمه جګړه‎) was a military conflict fought between the British Raj and the Emirate of Afghanistan from 1878 to 1880, when the latter was ruled by Sher Ali Khan of the Barakzai dynasty, the son of former Emir Dost Mohammad Khan. The war was part of the Great Game between the British and Russian empires. The war was split into two campaigns – the first began in November 1878 with the British invasion of Afghanistan from India. The British were quickly victorious and forced the Amir – Sher Ali Khan to flee. Ali's successor Mohammad Yaqub Khan immediately sued for peace and the Treaty of Gandamak was then signed on 26 May 1879. The British sent an envoy and mission led by Sir Louis Cavagnari to Kabul, but on 3 September this mission was massacred and the conflict was reignited by Ayub Khan which led to the abdication of his brother Yaqub.(11) The second campaign ended in September 1880 when the British decisively defeated Ayub Khan outside Kandahar. A new Amir – Abdur Rahman Khan selected by the British, ratified and confirmed the Gandamak treaty once more. When the British and Indian soldiers had withdrawn, the Afghans agreed to let the British attain all of their geopolitical objectives, as well as create a buffer between the British Raj and the Russian Empire.(12)
